Welcome to Educational Leadership Programs (ELP) ELP is committed to providing services for administrators to meet the demands of 21st century schools. ELP offers three levels of support. Level I support is for aspiring administrators. Level II support (AB 430) is for principals in Program Improvement, High Priority or those working toward a Tier II Credential. Level III support provides training for experienced site and district administrators.
