With Local Control Funding Formula (LCFF) comes a requirement that districts engage stakeholders, including parents, in developing a Local Control and Accountability Plan (LCAP). This is a three-year plan focused on state and local priorities that describes goals, actions, services and expenditures to support student achievement.
County offices of education, including LACOE, play a role in reviewing the district LCAPs, which must be developed and locally approved each year by July 1.
LACOE's “eLCAP” online template and review system is a support to assist Local Educational Agencies (LEAs) with this process. The system is available to local education agencies for use in developing the three-year LCAP, including the Annual Update, using the State Board-approved template.
LEAs that use the LACOE eLCAP last year may automatically roll over information from their prior year's plan into the required sections of the template. The eLCAP system is available at https://elcap.lacoe.edu
