Challenger Reform Task Force

The Task Force oversees the effort to improve educational and rehabilitative programming at the Challenger Memorial Youth Center, a juvenile probation facility in Lancaster. It was formed in response to the Casey A. settlement agreement.

On June 2, 2015, the U.S. District Court terminated its jurisdiction in the Casey A. matter. Learn more in the Final Joint Report and in this article.

LACOE is a partner with the Probation Department, providing academic and vocational instruction to youth detained at Challenger through its Christa McAuliffe High School. Among its responsibilities, the task force gathers input from stakeholders and the public and issues a report twice a year on the status of reform efforts. Its members include school, probation, parent, student and community representatives.
