Educational Passport System (EPS)



The Educational Passport System (EPS) is a data sharing system between all school districts within Los Angeles County specifically to share foster youth information. EPS was developed in collaboration with the Los Angeles County Department of Children and Family Services to coordinate educational services, respond to the needs of the juvenile court system and ensure transfer of education records

 

EPS also serves as a case management system for the Community Schools Initiative, and will expand to support Homeless Education in 2024.


EPS Resources

Features of the Educational Passport System includes:

  • CalPADS - Search and display student information from the weekly CalPADS 5.7 Foster Youth Report.
  • Counselor Management and Tracking Modules - LACOE Foster Youth Program Counselors to facilitate education case management, including service logs, group home programming, tutorial services, and training for LEA AB490 liaisons. Stakeholders will have view-only access to the information.
  • District Reports - Request and view student documents, including transcripts, between all Local Education Agencies. View Camps and Juvenile Hall Student Exit reports provided by LACOE. 
  • Education Rights Holder and Social Worker Contact - Search and display of student information provided by the Department of Children and Family Services (DCFS).
  • Individual Learning Plan (ILP) – Access and update ILPs to guide, facilitate, and support students to a path to graduation.
  • Instant Access to Enrollment, Attendance, and Progress Reports - Search and display student academic data provided by participating school district(s).
  • Multiple Disciplinary Team (MDT) Scheduler - View team and meeting schedules.
  • School Transfer (1399 Form) - Request student records from previous districts and report new enrollment to DCFS with a single form
  • Community Schools Initiative Case Management - tracks services, donations, events, family support, and other activities provided by the Community Schools Initiative.

The Core Advisory Team provides guidance for the enhancements and support of the Educational Passport System and ensures effective usage of EPS by school districts and agencies in serving Los Angeles County's Foster Youth and Homeless Student Populations.

The CAT consist of member from LACOE, Department Children Family Services, LA County Department of Probation, Office of Child Protection, LA County Districts and Charters and community agencies.

The mission and goals of the Principal Advisory Team (PAT) is to:

  • Maximize the potential of students in Foster Care and on probation.
  • Streamline the process for stakeholder of education to support students to fulfill their potential.
  • Close the achievement gap of targeted subgroups to become efficient.
  • Provide leadership in information sharing in the services of districts and other educational providers.
  • Enable students from Foster Youth to receive the academic and social emotional supports they need to succeed.

This training module is broken up into 18 short videos by service area within the Educational Passport System (EPS). The videos will show you, as social workers, what you need to know to operate and access information within the system.

In addition to viewing and retrieving school information, you will be able to notify schools about transfers of students (saving time) and quickly access youth on your caseload. This training and the individual modules will always be available for viewing, should you need a refresher on the features of EPS.

Foster Youth 

This video discusses the process for logging in to the Educational Passport System and requesting access to individual applications. After requesting access to applications, an EPS Administrator from your organization will approve your access and role within EPS.

Document Library

Discusses the Document Library, and how to search for student documents.

Discusses the process for navigating, selecting, and downloading student documents from the Document Library.

Discusses the process for requesting access to a document in the Document Library for a student who is younger than 18 years old. DCFS users only need to request access for documents that are contained in folders 5 (Psychological) and 6 (Health/Medical Development).

Discusses the process for requesting that a document be uploaded to EPS Document Library that includes download access. If a needed document has not been uploaded for a student, EPS provides a secure method for requesting that the document be uploaded by a specified district or organization.

These email messages include notifications that a requested document is ready to be downloaded, student transfers, notification to districts that a document has been viewed by DCFS, and other actions.
