Every child is entitled to effective, resourceful and innovative teachers and administrators. Credential programs facilitate growth in teacher candidates to develop reflective and culturally-sensitive practices that catalyze high academic achievement.

LACOE-CTE is an approved Commission on Teacher Credentialing Program Sponsor for the Designated Subjects Credentials in Career Technical Education, Adult Education, and Supervision and Coordination. In collaboration with the University of San Diego, we provide a sequence of coursework that prepares candidates to become successful and effective Adult Education and Career Technical Education teachers, supervisors and coordinators.

APPLICATION MATERIALS & RESOURCES

The application materials differ depending on whether you are considered a first-time applicant in California. Below, please find descriptions of all forms below, followed by all application forms in the table.

Packet #1: CTE Preliminary Designated Subjects - First-Time Applicant
This form is for first-time applicants (even if you hold a credential in another state, you are still considered a first-time applicant in California).

Packet #2: CTE Preliminary Designated Subjects - Credential on File with CTC
This form is for applicants with a valid Educator's Credential, Certificate and/or Permit on file with the Commission on Teacher Credentialing (CTC)

Packet #3: Adult Education Preliminary (Academic or non-Academic) Designated Subjects - First-Time Applicant
This form is for first-time applicants (even if you hold a credential in another state, you are still considered a first-time applicant in California).

Packet #4: Adult Education Preliminary (Academic or non-Academic) Designated Subjects - Credential on File with CTC
This form is for applicants with a valid Educator's Credential, Certificate and/or Permit on file with the Commission on Teacher Credentialing (CTC)

Packet #5: Career Technical Education "Clear" Designated Subjects
This form is for applicants "clearing" a Preliminary CTE Credential after completing all coursework and credential requirements.

Packet #6: Adult Education "Clear" Designated Subjects
This form is for applicants "clearing" a Preliminary Adult Education Credential after completing all coursework and credential requirements (only for Preliminary AE Credentials issued after January 31, 2013 under "new regulations").

Packet #7: Supervision and Coordination
This form is for applicants with a clear full-time AE or CTE credential who have completed the Level 3 course and the CBEST (California Basic Education Skills Test). [Note: This credential is accepted only by some ROCPs and Adult Schools for specific supervisory positions.]

Packet #8: Preliminary AE and CTE Credential Extensions
If you currently have a teaching position, you may apply for a one-year extension through LACOE if you meet the CTC guidelines. If you are not teaching, you may let your preliminary AE or CTE credential expire and then apply for a clear credential once you have completed the requirements.

U.S. Constitution Requirement
Passage of the U.S. Constitution is required for the Clear Designated Subjects Adult Education and Career Technical Education credentials. Detailed information is provided on the attachment.



FREQUENTLY ASKED QUESTIONS

Yes. Adult Education (AE) and Career Technical Education (CTE) teachers must be certified by the Commission on Teacher Credentialing in order to be employed in a California public school. Qualified individuals may apply through LACOE for a 3 year preliminary teaching credential in either AE or CTE. Go to How to Apply for a Designated Subjects Credential and choose the appropriate application packet to see the preliminary AE or CTE credential qualifications and requirements.

You will need to contact the state's credential or education agency to ask whether they will accept your California credential. Each state's credential requirements may differ.

All credential documents issued on or after September 1, 2008 are available on the Commission's website in a view and print format.

The Designated Subjects Adult Education (AE) credential is for qualified individuals seeking a teaching position in an adult school within a school district or other adults-only school. The credential is limited to teaching adults. There are two types of AE credentials: Academic and Non-academic. See the appropriate AE application packet on our CTE Credentials webpage.

The Designated Subjects Career Technical Education (CTE) Credential is for qualified individuals seeking a teaching position in a middle school, high school, adult school, ROCP,  or other training school. The credential allows teaching in the CTE subject authorization for students middle and high school ages through adults. Individuals are limited to teaching the specific CTE subject authorization(s) listed on their credential. See the appropriate CTE application packet on our CTE Credentials webpage.

Credential courses required for clearing the 3 year preliminary Career Technical Education credentials and Adult Education credentials are offered four terms per year. Courses may not be taken concurrently (with the exception of the HET course) and must be completed in the following order:

  • Early Orientation (within first 30 days of the preliminary credential issuance date)
  • Foundations of Classroom Management
  • Foundations of Curriculum
  • Teaching English Learners and Students with Special Needs (CTE only)
  • Foundations of Teaching Adult Learners (Adult Ed only)
  • Teaching Portfolio
  • If needed, Advanced Professional Training (CTE only)
  • Health Education for Teachers (HET may be taken at any time)

  • U.S. Constitution requirement (may be completed at any time)
  • Infant, Child and Adult CPR certification (may be completed at any time)
  • Four semesters of verified teaching experience during the three year period of the preliminary credential or completion of the Advanced Professional Training course (for CTE credentials only)
  • At least two semesters of supervision and mentoring documentation verifying program competencies have been met or completion of the Advanced Professional Training course (for CTE credentials only)

The Designated Subjects Credential courses are offered by LACOE through the University of San Diego (USD). All courses are in an online format (except for the Advanced Professional Training for CTE Credentials course which is only offered onsite). All courses are offered four terms per year--winter, spring, summer, and fall-with two class sections of each course scheduled per term.

On our website, view the course schedule flyer which has registration instructions at the bottom. Or go directly to the USD website to register at pce.sandiego.edu. Click on the course that you need and then view the available sections by clicking on the + sign on the right side.  Select your preferred class section for the cart and then checkout. You will be prompted to create a student account or log in to an existing account. Once the process is complete, you will receive a confirmation of registration which you should print and save.

Typically you will receive an email from the instructor at least one day before your class begins. The instructor will ask that you respond to the email to confirm your email address and may have other information for you. Make sure you check your spam or junk email if you do not receive an email from the instructor.  If you have not received an email by the first day of class, contact LACOE at 562-922-6798.

USD does not offer financial aid for the credential courses. However, both the California Credit Union and the SchoolsFirst Credit Union offer personal loans for teachers  who are pursuing their professional education.  Please click on the websites for more information. 

If you do not have a teaching position, you may let your preliminary credential expire and then complete the clear credential requirements at a later time. Once you have completed the clear credential requirements, you may apply for the clear credential.

If you currently have a teaching position, you may apply for a one-year extension through LACOE if you meet the CTC guidelines. Please note that lack of finances is not considered a valid reason for having not completed your clear credential requirements. Once you have cleared your Designated Subjects Credential, it will be issued for five years. You must renew the credential with CTC every five years in order to keep it active. Renewals must be done directly with CTC on their website

WHAT ARE THE QUALIFICATIONS FOR THE DESIGNATED SUBJECTS SUPERVISION AND COORDINATION CREDENTIAL?
This credential is for applicants who have:

  • a clear full-time Adult Education or Career Technical Education credential
  • three years of full-time teaching experience
  • completed the Supervision and Coordination course (also known as Level 3)
  • passed the California Basic Education Skills Test (CBEST)

HOW DO I TAKE THE SUPERVISION AND COORDINATION COURSE?
If you hold a clear full-time AE or CTE credential and have a minimum of three years of full-time teaching experience, you may contact LACOE to enroll in the Supervision and Coordination course. The course is offered once per year in the spring semester and is taught online with three onsite class meetings. Participants will earn six semester units of credit through the University of San Diego. Contact LACOE for more details at 562-922-6798 or email Linda Skipper at skipper_linda@lacoe.edu. 

HOW DO I TAKE THE CALIFORNIA BASIC EDUCATION SKILLS TEST (CBEST)?
The CBEST is offered at various locations across the state for either computer-based testing or paper-based testing. Go to this link for more information http://www.ctcexams.nesinc.com/

HOW IS THIS CREDENTIAL USED? WHAT LEAS WILL ACCEPT THIS CREDENTIAL FOR SUPERVISION OF ADULT EDUCATION AND CAREER TECHNICAL EDUCATION PROGRAMS?
This credential is accepted by some ROCPs and Adult Schools for specific supervisory positions related to AE or CTE. It is generally not accepted by schools districts and County Offices of Education for administrative positions that require supervision of teachers and counselors.

HOW DO I APPLY FOR THIS CREDENTIAL?
Once you have passed the CBEST and completed the Supervision and Coordination course, you may select credential application packet #7 from our credential services home page and download the required forms. Follow the checklist instructions to complete all forms and submit required items and fees.

You may obtain an application packet for a Designated Subjects Adult Education credential on our website. You will be able to download instructions and an application packet by "clicking" on the link for the appropriate application. Once you have the application on the screen, you may fill it out and save and/or print the form. Print, sign, and mail to the address on the bottom of the first page of the application. If you are experiencing difficulty with the website you may contact us at (562) 922-6798.

Once you have an application packet, please follow the check list on the front cover of the packet to ensure that you have included the applicable fees, application forms, work verification letters, official transcripts, and completed live scan forms required to complete the application packet. Please mail in your packet to the LACOE-CTE Credential Services Office. The mailing address is located on the bottom of the front cover of the application packet.

•  +3 years work experience
High school diploma or equivalent

• +2 years work experience
24 semester units of college related to the general subject or one year of full-time general education teaching experience in grades K-12

• +1 year work experience
48 semester units of college related to the general subject

Once LACOE-CTE Credential Services receives the application packet, the credentials coordinator will review the packet within 30 days. If there is any additional information or documentation required to process your credential, the credentials coordinator will contact the applicant. Once the application is approved, the credentials coordinator will email a credential recommendation letter which notifies the applicant that LACOE-CTE is recommending the applicant for the Designated Subjects Adult Education credential. The credential recommendation letter along with the application packet documents are then mailed to the Commission on Teacher Credentialing (CTC) in Sacramento. CTC will send the applicant an email notifying them that the credential is pending evaluation.  It generally takes 3-4 months for CTC to review the application packet and post the credential on their website at www.ctc.ca.gov

The credential recommendation letter sent to the applicant by the LACOE credentials coordinator may be used to begin teaching on a provisional basis until CTC approves the credential. The decision to accept the recommendation letter on a provisional basis is at the discretion of the employing school district.

The Credential Services Unit offers an expedite process for those applicants that are seeking to expedite the review of their credential application packet. There is an additional $60 expedite fee payable via money order or cashier's check to LACOE. The additional fee is recommended for applicants that have an urgent situation such as pending employment offer that will begin in less than 30 days or a credential that is expiring in less than 30 days.
To schedule an appointment, please contact the LACOE-CTE Credential Services Unit at (562) 922-6798, Monday through Friday, from 8:00 a.m. - 5:00 p.m.

If you have already received a letter of recommendation from LACOE-CTE, allow approximately 30 working days for the CTC to notify you via e-mail that your application packet has been received. The e-mail will also state that you may view your credential within 48 hours on the CTC website; however, this simply means that you may view your name and that your application is pending evaluation. Please allow approximately 3-4 months before your credential is issued by the CTC. You may check the status of your credential on the CTC website at: www.ctc.ca.gov.

If you have any questions regarding the status of the approval of your credential, and the CTC has already received your application packet, you may contact the CTC via e-mail at credentials@ctc.ca.gov or call Monday - Friday afternoons only from 1:00 p.m. - 4:45 p.m. at (888) 921-2682.

After you have been notified by the LACOE Credentials Coordinator that your Preliminary Adult Education Credential application has been approved, you must begin the Early Orientation Modules 1-6 as well as the Professional Development Modules for Adult Learning and Instructional Technology within 30 days.  You may not begin your credentials coursework until all modules have been completed and the certificates have been submitted to the LACOE Credentials Coordinator. Title 5 clarifies that holders of Single Subject Teaching Credentials in specific subject areas (agriculture, business, home economics, industrial arts, and industrial and technology education) are authorized to teach trade, technical, and vocational classes. These teachers do not need to obtain a CTE credential; however, they should document some industry work experience or the equivalent.

Teachers with Single Subject Credentials in other subject areas may qualify for a CTE credential with:

1 year (1000 hours) of industry experience

24 semester units in the subject listed on the CTE credential or industry certification (or two years of industry experience)

1 year of full time teaching – any subject

Teachers with Single Subject Credentials should select the CTE Designated Subjects Preliminary Credential Application Packet #2. 

The U.S. Constitution requirement must be met for the clear Adult Education credential and the clear CTE credential. It may be met by one of the following:

  1. Completion of a two (2) semester or three (3) quarter unit college-level course which includes the United States Constitution in the course description. Original transcripts are required.
  2. Completion of an online course through UCSD at https://extension.ucsd.edu/courses-and-programs/u-s-constitution-preparation-course-and-examination
  3. Passage of an online examination through Notre Dame de Namur at https://usconstitutionexam.com/
  4. Passage of an online examination through UCLA Extension at https://www.uclaextension.edu/us-constitution-exam
