Statement from Dr. Duardo on Federal Policy Changes Affecting Head Start and Immigrant Families

Our focus must remain on ensuring that programs like Head Start continue to provide a strong, equitable foundation for all children.

"The announcement from the U.S. Department of Health and Human Services and U.S. Department of Education barring children from federally funded programs such as Head Start, based on their immigration status will create a devastating impact not just on L.A. County, but for families and children across the nation. These initiatives have long been the bedrock for children from our most vulnerable communities, offering support, stability and the opportunity to thrive.

The burden this policy places on families and the programs that serve them is substantial. Moreover, the broader consequences cannot be overstated: such measures risk discouraging participation even among families with children who are eligible and in need.  

Head Start’s extraordinary history is filled with stories of children who have gone on to become remarkable adults, contributing meaningfully to our communities and to society at large. In a county as diverse and dynamic as ours, we know firsthand that every child deserves the chance to succeed, and every family deserves support, regardless of their background or circumstances. The whole community is stronger when every child receives a quality education, early intervention and nutritional support. These services not only help children succeed, they also enable and empower parents to work and contribute to our local economy.

We oppose policies that hurt children. Our focus must remain on ensuring that programs like Head Start continue to provide a strong, equitable foundation for all children."
