All schools in California are affected by laws that are the result of the Williams lawsuit settlement. Know as the "Williams Legislation," the laws seek to ensure that all students have equal access to the basics of a quality education: textbooks, safe and decent school facilities and qualified teachers.

Monitoring whether teachers have proper classroom assignments and certifications
LACOE submits an annual report with final number of misassignments and vacancies.

Instructional Materials
Determining whether students have access to sufficient instructional materials
LACOE reviews a minimum of 20% of the classrooms to determine sufficient Standards aligned instructional materials in English Language Arts, Mathematics, Science, History/Social Science, Foreign Language, Health, and Science.

Inspecting buildings to determine that they are in "Good Repair"
LACOE inspects approximately 50% of classrooms and all of the common areas to determine if the school is clean, safe and functional.

Williams Legislation - Uniform Complaint Process
The Williams legislation requires a school district to use its uniform complaint process to help identify and resolve any deficiencies related to:
- instructional materials
- teacher vacancy or misassignment
- emergency or urgent facilities conditions that pose a threat to the health and safety of students or staff

Los Angeles County school districts are required to report quarterly to LACOE on the number of Williams-related complaints that are received and resolved/unresolved using this form:

Paper on the Walls
Schools frequently cover the walls of classrooms, hallways, etc with paper for a variety of reasons. Paper is a fire hazard and the California State Fire Marshal has developed an information bulletin regarding what the acceptable limits are for each space and type of sprinkler system.
Williams Facility Inspectors do observe the quantity of paper on the walls when inspecting schools and will mark the space as "deficient" if they are not within the limits laid out in the Fire Marshal's Bulletin. An excessive amount of paper covering walls can be considered an "Extreme Deficiency".
