The Educational Passport System (EPS) from LACOE, is a Los Angeles County Foster Youth Information System. EPS is easy to use, built with the end user in mind, saves time by bringing the student’s current and historical academic history and documents together into one place, and best of all, it’s available at no cost.

EPS contains current demographic and academic data provided by school districts and data from the Department of Children and Family Services. This information system provides users an efficient way to identify students, while sharing and receiving pertinent information to support enrollment and appropriate education placement with other districts and child welfare

1. Who do I contact if I cannot login, my account is locked, or I need my password reset?

2. Why is a student on the CALPADS list but not in LA-EPS?

CALPADS and LA-EPS are updated on different cycles. Occasionally there is a delay in a student appearing in LA-EPS.

3. Why does student data show wrong grade/school?

LA-EPS reports the most recent data available from DCFS and CALPADS systems.

4. Who do I contact if there are two students with same SSID, or one student with two SSIDs?

Email EPSSUPPORT@lacoe.edu with the name, DOB and SSID of the students in question to report the error.

5. Why do I only see students from my district on the EPS "Main" page?

The EPS Main page is filtered to students linked to your district.
The “Search Entire Foster Youth Database” option allows you to search the entire database provided you have the student’s first name, last name, and DOB.

6. Why doesn't an adopted student appear on the DCFS list or CALPADS as foster youth?

After the adoption has been finalized the students status should be changed in CALPADS so that they are no longer identified as foster youth

7. Why is a student with an open case no longer active foster youth student?

A student might have an open case but is listed as not active in EPS if the case is Kin-Gap or Voluntary.  Students in either case type would be considered inactive.

8. Why can't I find student with open case in LA-EPS?

  • The student has not been identified as foster youth in your school/district Student Information System.
  • DCFS, CALPADS and LA-EPS are updated on different cycles. Occasionally there may be a delay in a student appearing in LA-EPS. 

9. Why can't I find Foster Youth Student in LA-EPS?

  • Confirm the student's SSID is correct.
  • Confirm the student has been identified as foster youth in the school/district Student Information System.
  • Email EPSSUPPORT@lacoe.edu with the name, DOB and SSID of the student in question. The student will be added to the database if they are a valid foster youth.

10. What do I do if student's SSID is correct in LA-EPS, but the student data is incorrect? Ex. Name, DOB, Gender

  • Student demographic information is downloaded from your school/district Student Information System. 
  • Confirm the information is correct in the school/district SIS.
  • Send email EPSSupport@lacoe.edu. Include the SSID and details of the discrepancy.

11. Why can't I create an ILP?

Only LACOE staff can create an ILP. District and Probation staff have Read Only access.

12. Why can't I access the ILPs?

ILP access is granted by a designated administrator in your district.

13. How do I upload an IEP?

14. How do I get access to the EPS Portal?

Request access from your school, district or agency EPS administrator.

15. What if I do not have applications on the EPS Portal?

Request access from your school, district or agency EPS administrator.

16. How do I find my student using the "Search Entire Foster Youth Database" option but not on the Main EPS page?

17. What ID number does LA-EPS use to match students?  Ex. CALPADS, DCFS, Student Information Systems.

LA-EPS uses the student's SSID to match student data across all systems.

18. What is the source of the CALPADS data in LA-EPS?

The source is the CALPADS 5.7 - County Foster Youth Enrolled report. The CALPADS system is refreshed every 2-3 weeks. CALPADS data is updated in LA-EPS every Monday.

19. How do I request for a logon credential to access LA-EPS?

Email EPSSupport@Lacoe.edu with following information: Name, Title, E-mail Address, Phone Number.

20. What do I need to have on my computer to access and use LA-EPS?

Any modern web browser, including, Internet Explorer, Safari, Firefox, or Chrome.

21. Is the student data on LA-EPS current?

LA-EPS contains data from three different sources, CALPADS, DCFS, and participating School districts. All data sources are updated weekly.

22. How do I communicate when I see inaccurate student data?

Email EPSSupport@Lacoe.edu with the correct student information.

23. Will student test scores be available on LA-EPS?

For many students, test scores are available in the Student Documents section of LA-EPS.

24. How do I export student data from LA-EPS to update my own Student Information System?

Many screens in LA-EPS contain an Export button to export the data to EXCEL.

For automated systems, LA-EPS exposes a read-only data web API (application programming interface). The end point is available at: https://eps.lacoe.edu/ApplicationData.svc/$metadata

Use the normal user name and password issued by EPSSupport@Lacoe.edu to access the data.
