The Internet Access Program (IAP) offers enterprise-class Information Technology (IT) services to all members of the Los Angeles County Public School System. Acting as a countywide IAP, our support services include architecture, design, implementation, project management, and 24 hours a day, 7 days a week, 365 days a year services and support.
As an IAP provider, LACOE offers E-Rate Eligible Category 1 services to Los Angeles County Local Education Agencies (LEAs) providing them with fast reliable services through two geo-diversified 100Gbps circuits connecting them to the K-12 High-Speed Network (K12HSN). LACOE provides fiber circuits ranging from 100Mbps through 100Gbps to connect to LACOE business applications and the Internet. Included in the services are DNS, Static IPs, and Network monitoring. The Network team provides internet services and support to Los Angeles County public, private, and charter schools and districts.
The IAP unit is led by a dedicated IAP Account Representative in charge of all new and existing accounts, helping LEAs to identify and implement their internet service requests. Acting as the first contact for all network-related questions and in the event of service disruption, the representative maintains constant communication with customers until service is restored.

Eligible schools and organizations in the Los Angeles County area may receive discounts on Internet access through the Federal Communications Commission (FCC) Universal Service Administrative Company (USAC)’s E-Rate Program.As the County Office serving LEAs, LACOE offers services direct to the agencies that are E-Rate compliant. Discounts range from 20 to 90 percent and are based on the poverty level of the schools. Recipients must pay some portion of the service costs. As a service provider, LACOE maintains a connection to the Corporation for Education Networking Initiatives in California (CENIC)/K-12 High Speed Network (K12HSN) backbone that connects LEAs to the internet.LACOE is a registered Service Provider within the USAC/E-Rate system and has a registered Service Provider and Billed Entity Identification Number (SPIN).As part of LACOE’s service, the IAP program follows a Service Provider Invoice (SPI) process to recover funds for eligible E-Rate services that are passed on to each customer.
